That's a King Midget, a kit car offered up until the early 70s. At one time it was the cheapest car in the world at about $500.

You'd be surprised how well aircooled engines do in deserts.

Citroen's 2CV model (a 2-cylinder aircooled engine) has a long history in North Africa.
