Xarxes is the mercenary who was hired to kill Thez'Taress but failed. By the time he was able to make his way up to the surface where Thez escaped too, Thez had already wandered off. Over the next 20 years, Xarxes tracked him down to Baldur's Gate but can't enter and look for him due to his race, size, and needs, so he's waiting for him to leave the city himself where there are few witnesses and fewer guards.
