They tried that too. The Angels are just nasty - the only semi-permanent cure ever devised was chucking them into a rift in time (hence making them never have existed... or something...), and even then they probably escaped along with everything else so eliminated at the end of the last series.

They have been shut down by tricking a group to look at one another - but I don't know about mirrors, possibly it would only hold them until their image-angels matured, and escaped by breaking open the mirrors.
Also, in Who the mirrors are their own reality - he trapped "Daughter of Mine" of the family of blood there as a punishment for attempting to become immortal. So dunno, but it might be that an individual angel wouldn't self trigger.
Oh, and how do you propose to have the time to do this? Or illuminate the room so there's something for them to look at? When you're not looking at them they move VERY fast.

Yeah, yeah... the thing is, the Steven Moffat monsters are deliberately designed, and brilliantly filmed, to be the scariest things possible. Other Doctor Who monsters make people hide behind the sofa - Moffat makes people scared OF the sofa, the dark, blinking, cracks, anywhere you're not looking and even of not having a perfect memory. (The Silent were NASTY.)
