As for why Doggie Kruger is in FF7 I'm working on that detail, for why he is work for Shinra, well he is unaware of their black ops but that doesn't mean he still doesn't follow his sense of justice hence why be is one of the security forces that honestly tries to help others.
Both Doggie and Prowl are sent after a couple of thieves who have been raiding Shinra materia assets. Now the two have captured the thieves via their unique method and are now the two are one their way back to HQ to report their success and right now commenting on the case.
