You are correct on the car his chassis is based on!
And I believe when he was being designed, they decided to make him a Fiat 500 to honor the iconic chase sequence from “Castle Of Cagliostro”!
Which, to my surprise, lots of animators take inspiration from! Even John Lasseter! (The man who helped create Pixar Cars!)
