CGA does have access to all 16 colours but only in text mode or at 160x100, so while not entirely incorrect, it is rather misleading.

Yes, that's all true. I didn't want to overwhelm the artiust with technical details.160x100 can do 16 colors but it's in fact a hacked text mode and it's quite coarse. It wouldn't look anything like this.
Anyhow, if somebody says CGA, most people in retro PC community imagine the default 4 color palette. It's kind of meme as well.

unfortunately not quite : most of the confusion between CGA and EGA comes from the palette presets in aseprite
It lists EGA's default palette as CGA and includes all the main CGA variants as CGA0, CGA1 and CGA3rd + their high intensity variants, EGA isn't even listed (this isn't the first time I've come accross this confusion from other users of this program)

I see where the confusion comes from now. IThe 16 color palette originates from CGA text mode but it's the default 16 color palette on all graphics cards. I'm not sure how to call it without confusion. There's also PCjr/Tandy which can do 320x200 16 colors. EGA does 320x200 16 colors but it also has hi-res mode, where the 16 colors can be selected from 64 possible.
Retro PC enthusiasts are running either real hardware or emulators where the actual video mode is set up. I didn't know about aseprite. Pretty much any graphics editor can be used to create CGA/EGA graphics if the rules are taken into account.

I think it would've been best if it was listed as EGA/CGA since hardly any games and media made use of the colour selection since most consumer monitors at the time could only display CGA.
There isn't a real need to have the full EGA palette as a seperate preset since it's literally the exact same as the Master System palette, the only differentiating factor if one were to make art based on that, is to use hi-res (640x350) EGA mode.
