The Ta'ep Slave Collar is given to creatures conquered on resource-poor worlds who cannot be mechanized expediently. Local units will mechanize what they can attach this collar until resources can be obtained.

Apparently the Roo shaped drone that caught this reptile thought mechanics should be oil stained heavily tattooed and mecha-handed slaves. I guess some bleedover occured in the memory banks of the Roo-Drone and he made what he liked in a slave.
