Its easy to say the mayor is taking advantage of people but I'd assume he's also good at taking care of people; thus why he's mayor. Someone else could easily want that position/power and have ideas on how to knock him out of the running. Take out some of his supporters, some people he may have been using, screw up the military deal... and raiders can move in and take more power.
