You guys remember Cesidio? Well, this here's his father Castello!
Castello's a powerful mob boss from Rogueport that consists of various species, but mostly Yoshis. While his son's quite hot-headed, Castello himself is dangerous, having a lot of power and influence in the east side of town. He's been through a lot, to the point his right eye is missing and his left arm's been replaced by a prosthetic arm.
Those that make the mistake of messing with him tend to disappear and never heard from again. Strangely enough, more male Yoshi mobsters seem to show up each time as well...
Error in the drawing: His tie's supposed to go under the waistcoat; not over.
