Chun-Li was defeated by Ryu on her home turf in Japan, but despite her kung-fu expertise this was not enough to overcome her champion opponent in kyokushinkai karate, where he was brainwashed by the scientists of the Shadowlaw criminal organization headed by general M. Bison.
To prevent her from trying to bring him back to his senses, Chun-Li was knocked unconscious by a fearsome karate hold and then securely tied/gagged, suspended several meters from the ground to prevent her from being tempted to free herself or risk falling to her death.
