Fun Fact about Bloodborne (that relates to your comment), the only Great One that is confirmed to be benevolent (Oedon) is also the only Great One that has no physical form in any sense.

He ONLY exists as a whisper in his followers collective ear. A presence they can feel, but never see. This also implies he's the strongest/highest ranking Great One of them all since death by normal means is just a form of divine ascension for them.

Reminds me of Aradia from SMT3. A goddess with no physical form, who could only give her followers hope but nothing more.

Oedon can affect the physical world, he just needs to be less... direct shall we say.

Bestowing gifts/blessings of power, knowledge, luck, and even longevity/perfect health. Things like that. Great ones (including Oedon) can even procreate. Its just more like how Jag the Demon can (even if it has a tendency to completely shatter the chosen mortal's mind).

He actually works similar to the Dark Pantheon from Warhammer 40K in regards to his powers. Oedon's power comes from his followers and he only has a presence we can detect at all because people believe/worship him.
