Grocery prices are weird. Using a frozen pizza as a base can actually be cheaper than buying an untopped pizza crust and adding all the ingredients yourself. I would guess that part of that is that, frozen goods having a longer shelf life, there's less waste, and stores will hike prices to balance out the percentages of a product they expect to go to waste.
