What is it made from?

the dragon: Fimo soft and Cernit, with a wire armature ,I also used GW "greenstuff" for some of the details and the "earrings" are copper wire...

the base: sand, small stones ,Fimo leftovers and pva glue mixed with dust from regular clay (makes nice bases, if you add more clay dust, cracks appear as it dryies, if you add more glue and water the surface will be mostly smooth)
Painted with citadel acrylic colours

Well, it is.. a little... the materials used were about 800 CZK, that's something around 30 euro

Pretty cool work. Made a similar project myself but never got around to painting it.
