Im curious what "evolution defective" means specifically
However, she is a rather special case of a normal Gardivoir with mega-evolutionary features. It is possible that it is her potential that has made her so.
I wasn't planning on making it mega evolved at first, but due to the coloring to match the maid outfit, this is what I ended up with
