Light Dragons have the broadest array of skin colors, but generally stick to shades of blue, green, and a few indigo/violet combinations (different from the pink/magenta tone of Lightning Dragons). Queen Oscura is black as she's got multiple elements under her belt and her power level is also pretty damn high, so she's darker. Princess Lumina is still quite young, but will gain a deeper, darker skin tone as she matures. There's actually a simulation of this on page 237 of the comic.
