It's a photoshop trick that involves alpha channels, gaussian blur, and the color halftone filter. I might toss up a tutorial for it later :)
Pinkie's my favorite, but this was drawn for a forum contest where the central theme was "make it as cute as possible", and Fluttershy is the go-to pony for such endeavors!
