You should tell her to stay off your property. Remember, she had to invade your yard to do that, and from the sounds of it, she waited until she knew you were gone to do it, so she was watching you. Just seems creepy to me, especially for something that's none of her business. Some people like shaggy bushes.

Also, if you live in an HOA be careful, sometimes they can hire someone else to trim your bushes or mow your yard, then send you the bill.

If you care about it then sure.
But if you just don't care about how the bush looks then I think it would be overreacting.
Of course it's creepy and overreaching but the neighbor maybe just wanted to be nice.
