I guess that even a mighty dragon can only antagonise the Jarl for so long. Fahdonmul's habit of picking off Thalmor Justicars and thereby racking up a sizeable bounty for murder and assault has apparently caught up with him.
While Fahdonmul could easily pay off the bounty, draconic pride and stubbornness does tend to get in the way. That said, the bounty was actually 3160 gold coins and he's hoping the Jarl will only remember that after he's been set free.
