Also, in case people are wondering... the designation of hair colours isn't actually random. All the people with coloured hair are phoenixes, with the exception of Dice. It's just a way of distinguishing who's a phoenix and who isn't. Hair mimics their plumage in colour...
Dracs I've been colouring their eyes for similar reasons (they also usually have slit pupils, but Nine's have been heavily dilated in previous pages due to it being pretty dark lighting, and here he's sedated so... also dilated. I figure eventually people would make the connection but eh.

They weren't always, and they're not STRICTLY speaking enemies. Phoenix kind has developed a superior attitude though (due to the Insurgi's influence specifically). Insurgi = military police force entirely run and dominated by phoenixes.
If you're a bit confused, that's okay ;) The world they live in is entirely invented, so bits and pieces of it will fall together as the comic progresses.
