It's Miao Ying, Surpreme Matriach, Lord of the Northern Provinces, Master of the Storm-Winds.
She might bear many titles, but she's still a cute lil' noodle dragon.
Also cannonically, she takes a few consorts every now and then - Pops out a handful of children and calls it a day. How she is as a mom? Dunno, aloof likely.
How else are dragon-blooded born?
And don't ask about those dragon-blooded feral horse-hybrids...

I like the design of Miao a lot and wanted to draw her - Though I do not own or play Warhammer Total war 3, I kinda want to if it ever gets a decent sale... maybe.
