Actually, it was, sorta. The manuscript that Steven sent to the publisher was basically unprintable. Check http://www.steveboy.com/archetyp.html for details on it.
I've seen that explaination in various versions for at least 5 or 6 years. I always had this nagging suspicion that it was his way of shutting people up about the book without actually producing anything. After all, it's easy to SAY you're working on something, but I won't believe it until he shows something tangible.
