I use after effects,
to make a mask for the pattern fading from pure white on the top to glitchy on the bottom, I blended some fractal noise with a gradient.
For the glitchy area, I placed some noise, and used an adjustment layer to stack a couple glow effects on it, one for a general glow aura, and one specifically for the horizontal dimensions.
The remainder is simpler, just a white fill and a lil' glow on that.
Here are a couple screenies showing what's going on:

As always, lots of spinning around the sliders to get it to look *just right*..
