It actually is a written rule of English that in a pronoun where it is inappropriate or unnecessary you may use he by default without actually applying masculinity to it.. Though it's a rather old one and should get with the equal rights movement and stuff. I think it's mostly because unlike a lot of languages are nouns and stuff don't really imply masculinity or femininity. Table is just table, so it just resorts to he as the default because why not.

I can not say I've actually seen anything of the anime after the orange islands arc.
