Sure, if they want to wipe out entire oceanic biospheres as well. In my world, humans are just going to have to suck it up that they aren't in sole control of the world. It's the reason why I made all my dragons as big as they are. Humans would kill them all off if they were any smaller or weaker. Just like they do with any other competition.

You nailed it. China's shadow fleet of fishing boats strip-mining the ocean of all sea life without accountability or limits (while using what can nearly be called slaves on the boats!) was what I had in mind when I made this one.
