Fahdonmul is an okay guy as dovah go (literally "Friend-Strong" in dovahzul). But, sadly all dov have a built-in craving for violence and domination. Fortunately for the people of Skyrim, Fahdonmul is very good at directing those dark urges at specific targets, such as bandits and everyone's favourite fascist elves, the Thalmor Inquisition.
Here, then, is a particularly oblivious Thalmor Justicar ordering Fahdonmul to leave like a common citizen. I'd say it will end in tears, but frankly I doubt they'll live that long.
(Fun fact, this did actually happen in-game, and it was extremely satisfying to watch Fahdonmul munch down and spit them out, e.g. https://it-he.org/skyrim/you_are_crunchy_and_good_with_ketchup.webp )

Execution squads aren't a good look. And while I have nearly always sided with the Empire, and in light of recent history can no longer stomach the Tamriel equivalent of Brexit, none of that stops me running around gleefully putting the Thalmor death squads to death, along with the Imperial death squads, who refuse to obey a superior officer and stand down.
As a dragon, I now also have the option to chomp or incinerate them too. (Though the freed prisoner usually complains because the dragon isn't wearing any clothes)

Given that they're evil, and that I've taken out many of their roaming squads myself... I have to say that they *do* have the drip.

I feel like that at least in the glossy brochure, they make it sound more like the Tamriel equivalent of Hen-e-ry the Eighth: "We'll make our *own* church, with blackjack and hookers!" The reality may be somewhat more complex, though.

Living in a country that has seceded from a wider, more progressive international community just so that we can be racist shits and scrap human rights protections - alliances, economics and national security be damned - let's just say that it rather takes the shine off Ulfric's proposal.
