Of course, my method for drawing scales is quite standard, but it might help you.
First, I paint the base color on the area (skin) where the scales will be drawn. Then, on a separate layer, I draw a grid that follows the shape of the object: the grid creates 'diamonds' which will later become scales. After that, I adjust the transparency of this layer and on top of it, I draw the scales themselves. It's hard to explain in words, so you can always look at different processes of my works to understand better :)
A few specific tips: it's better to decide on the shape and size of the scales from the start. Will they look like rough scales, fish scales, or something else?
Also, a popular saying: trust the process - indeed, at first, it might seem like you are drawing something strange. But if you give yourself time, you will see the result.
