I'm not really sure. Maybe it's the guard in Celes' cell. "'n some bread, too..." It's also been suggested that he has to use the facilities, but his shift doesn't end for a while yet.

Ah, I see. I thought that it was a bit of humorous irony due to the title. "The Empire's Strength", and then a picture of a slacking solider who's fallen asleep. *grins*
