Essentially "what a shorty," but it feels like one of those things that you can appreciate a lot more as an actual speaker of German.
Actually first heard (read) this insult in a PSX game (about a tiny fox knight) and was intruigued while thinking "I'm a three cheese whaaaa," but something felt funny about it and had to just infer it was a real, if old, insult.
Insulting to me... maybe so. But as it is, getting shorter is totally becoming my specialty anymore.
