I joke, but it's not a very fun kind of sin. We ran a game of Microscope to build the setting, and my players collectively made the most powerful religions very fire-and-brimstone in conflicts with the world's equivalent of paganistic, old-world celestials. So the high-ranking clerics are very willing to cause collateral damage to protect what they see as the natural order. I modeled their approach heavily off of the Visitors by Dan Abnett. They'll solve your cult problem, but at what cost? (I'm not usually a 40k person, but this one made an impression on me...)
