I don't understand why Fred just doesn't say he's scared. First he's subordinate to her, so he isn't really losing any political capital with her. Second he knows her pretty well at this point, she values honesty and would only rib him a little. Finally it would help him by getting her to be a little less full forward and more helping hand forward.
I'm sure it's just his pride, but like he doesn't lose anything here.

In defense of the creator (KD), this is a Hyena society and, if I remember my college schooling on such odd stuff, it's a matriarchal society so she's being pretty spot on with things. In fact you could make the argument it's Kathy that is not in tune. She SHOULD be giving orders. After all... she's the Queen, not him. Hell... she should just grab him caveman style and drag him to bed. "Time to man up! Because I said so!"
Yeah, Kathy's pretty much a weirdo in this culture.
However, in real life, the male hyena has to work overtime to impress his chosen paramour with his obsequiousness. He'll follow her around for weeks, lie near her, be submissive to her--all while she's ignoring his attentions--and if he fails to please her, he needs to be able to run like hell so she won't rip him to shreds. Yes, they actually do bow to their females, by putting a paw on their chests and dipping their heads down. I've seen photos, it's adorable.
The males also will practice their moves on inanimate objects, just to make sure they get all the steps right.
The females ignore the males...but that seems to indicate their receptiveness. If they did not approve they'd chase the suitor away.
They will engage in play, like games of tag, or splashing in puddles. And when the time comes, the male needs the female's full cooperation, because he has to do a sort of limbo move in order to insert into her. She has to stand very still throughout, and relax her shenis so he can enter her. Once he gets in, he stands up and proceeds in a more normal way, occasionally resting his chin on her shoulders or nibbling the back of her neck.
As Fred described it, "It's like trying to defuse a bomb with chopsticks whilst blindfolded."
But with 47,000 spotted hyenas in the world, they must be doing something right...
The Crocutans, being a matriarchy of rampant feminists, consider sex as being painful, awkward, and potentially fatal if they die during childbirth, so they pretty much culturally abhor anything to do with it "unless absolutely necessary."
