No, healing a character with a flaw in a D&D backstory just to spite that player of developing their character to overcome it is a dick move. You should reflect on that assumption of yours.
My sister is blind, and if I could, I would cast major restoration on her in a heartbeat. Her character is also blind, and yet she has the possibility to cast major restoration on herself, but she hasn't. That should say enough.

Now you see the thing is that the character wasn't made to overcome being in a wheelchair, the entire character's personality is exhausted in being in a wheelchair. (as we see with all the 5e whackjobs) I want to think your sister's character is a bit more complex than just being blind, otherwise she is being a pretentious twat to keep herself blind while able to heal such a disability.

I wasn't looking for a gottcha. More I was correcting you so that others don't think I'm a complete bellend. The last thing I need is for people to start dming me telling me I'm a terrible person.
The implied character probably had more than just "I'm handicapped" as a character trait. She was never given the chance to articulate that before she was so rudely interrupted. Even if that was this characters only trait, it still doesn't make it right, for a myriad of reasons. The only reason the male did what he did was to be incredibly annoying to her. Not out of any kind hearted-ness.
Like someone whose in a wheelchair can't carry their own stuff. They're disabled, not incompetent...

The funny thing is, it is possible for a character to be a cripple, and not be a detriment to the party. Blind characters, deaf characters, even wheel-chair bound characters are possible. They may even have attributes that make them better in certain situations. Case in point, the WCB character may have a higher weight limit because the chair can take the weight that a normal character might not be able to.
Blind characters may have better hearing and get an advantage in perception checks against things that are heard instead of seen. Heck, they may be surprisingly capable fighters as well.
So yeah, don't count them out... so long as the character in question isn't being made to give an unnecessary challenge to the rest of the party. Unless it's a character created by the DM for that specific purpose (like an escort quest or something).

that works. If spellslot can't be spent on that?. Maybe if there's a barbarian and there's some quick harness system that the barbarian can just hoist the sorcererrer on the back and now there's a magic turret on the barbarian.
I am kinda in love in the following concept tho. Chair of spider walking. A literal spider leg chair with permanent spiderclimb. Now the character could rogue up in the ceilings. Be a magic sentry or just have a heavy crossbow with several special bolts.
Definetly workable in the end but there needs to be a bit more thought around it all.

Well it's a game where you technically can do anything. I would pose the question of why would one choose a wheelchair character in high fantasy. Kinda goes over my head but whatever I'd workshop with it. Not my place to say what's right or wrong even though I might be a bit bewildered. And in the end there can be some neat ideas in the end. The backpack sorcererrer is literally borrowed from alien resurrection. and the spiderclimb chair is very much doable in such a world, as well as working prosthetics. The spider chair and prosthetics might be a bit later level stuff because it is expensive. Unless backstory provides for it. Otherwise levitate spell works among others like telekinesis but if those are not available, things get dicy.

And I'll say this there are systems were you can end up like this and it's NOT easy or cheap to repair lost limbs. Anima for example has a school of magic based around healing, but it takes some SERIOUS dedication to get to the point where you can reattach lost limbs, and honestly unless you're playing in a 'high level' campaign, you can forget about regrowing them.
