This is Sugar from A Little Snow Fairy Sugar. An anime from the early 2000's about a young German girl named Saga meeting the season fairies including Sugar and cute stuff happens. I think I first watched a few episodes on Amazon Prime a few years ago but then I came across SailorGuardianHope's video on it and got hooked again.
