Well this is actually just my chihuahua in that art style. But yeah she was a fun character in the series of the show. The one in the show is a green one with a messed up eye. So you're thinking of Shirley who is a mystical fortune teller whose primary pastime is casting curses on those who defy morality.

Well that's where the art style is inspired from! I did this as a fan 'art' to the style itself but with my own character if that makes sense. The other art piece you faved of this character explains that better and gives you the original artists' name that developed the style of Courage the Cowardly Dog.
