some sort of wasp? I've seen a couple of these in my yard, this one was seen last year in the summer. I don't know what it is..any help?

Well I spent a little bit looking around, and the best I could come up with is a general genus for the thing. Its a odd little critter. I might be wrong though, I found an interesting site for identification. http://www.projects.ex.ac.uk/bugclub/bugid.html
