This is the first time I drew the slides in Sai and imported them into flash. I'm a flash-newb so I didn't know I could do that.
I apologize for re-uploading it, but for some reason the "change submission" option didn't seem to be working. I tried several times, but it kept reverting to the version that didn't have rule #5. Sorry for the inconvenience. I hope it's fixed now.

That sort of determination would depend on each different species of monkey/ape. Some have larger feet, others have feet the same size as their hands.
In any case, if you were to draw an anthro ape/monkey, I would suggest making their feet larger than their hands, no matter the original size. Mostly because the reason they're larger is so they provide better balance to the character.

How would this work with hooves? I mean most horses, goats, etc tend to be digigrade, but if I wanted to be unusual and do a plantigrade hooved animal how would that work?
How would this work with hippopotomi or similarly footed creatures?
How would the hands work with the 'feathered fingers' that some cartoon avians have? I don't mean the ones that have hands, like Daffy I mean the ones for whom the 'fingers' are an extension of the wing like Owl from Winnie the Pooh. Does this even apply?

For plantigrade hooves and plantigrade feet in general, it applies.
For hippos and similar, it's up to the artist how you want the feet to look. If you want to convert them into plantigrade-looking feet, then the measure applies. If you want them to be as they are on the living creature, then it doesn't apply.

That was helpful... my absent-mindedness wasn't a trend (always good). I must have really long arms... I can almost reach my knees.

Yup. They had to find an animal theif or something by using the footprints and handprints to guess the size of the person from within several suspects. Unfortunately everything was in CYBERfeet and CYBERinches and whatnot, but it was still fairly well done as a learning program.
