Being a god requires a lot of responsibility and work. You can't just show up one day and expect to be worshiped, you need a grand entrance. Arceus here is showing off one of her favourite ways to appear, decending from the sky in a ray of light, casting a golden aura around her as feathers float around her. All these would show her divinity even to those who have yet to hear of her, and make them bow down in respect

Just don't point out that she doesn't have feathers as part of her body. You would ruin the moment and she'd likely smite you
