What do you mean as a wallet? As far as I know if you do ebay or etsy the money goes straight to your bank. And I don't know about the rest of the prohibitions but I'm pretty sure paypal pulled away from Boosty because so many people are scammers on boosty and paypal was tired of losing money when they had to pay people back
Oh I think so? I think at least ebay does. I know I have friends who have bought things from Russia, Israel, Palestine, Cuba from eBay and etsy. I couldn't tell you if each specific country has a blocked list. It would be worth at least going to the ebay site and seeing if they have information on it? Etsy too! Worst case scenario have you considered seeing if you can take money orders like from Western Union or is that also banned?
Изистарт / хипполинк ( вроде как дочка бусти, но принимает пейпал ) так же как варик можно через крипту (например тг кошелек и тон коины) но там трудновато с выводом.
