From what information I looked up, seems that Alley Gator was one of the villains in Supa Team 4 and chose his name because he couldn't come up with a punning name based on crocodile and doesn't have much villainous ambitions beyond terrifying people.
Still even if a villain, he's a cool looking character and rather adorable and huggable in your art style.
