That's not actually all that unusual. Contrary to what media may lead us to expect, a headshot isn't automatically an instant kill. It's probably going to be lethal...but it may take a while. The brain can remain more or less functioning for some time after a traumatic injury like this, which is why first responders get to share horror stories of crash victims staggering around in confusion like zombies with half their brains hanging out of their heads. Some victims remain fully coherent until they keel over dead.
There are also people who have survived injuries like this. One well-known case is of someone who took a shotgun blast to the head as a kid and lost a good 1/3 of his skull and the brain matter beneath it. Dude grew up to not only have a mostly normal life but graduated from college with good scores. No cognitive impairment worth noting, he just had to deal with some motoric issues...and the fact that he had to wear a prosthetic skull piece because people fainted when they saw him without it.

A terrifying idea is that the shotgun blast destroyed the right parts of the brain to make him docile, or even aware of his humanity again. One man stopped his obsessive-compulsive disorder inadvertently through a suicide attempt.
