Buzzards are known as scavengers, so might be that the cake is actually Woody's but Buzz reckons he should have a share, so it's more a case of him using 'gentle persuasion' making use of one of Woody's own feathers and maybe he just wanted to hear a little of that distinctive woodpecker laughter.
Though those large taloned two-toed feet of Buzz's I imagine would be pretty ticklish, so maybe Woody will get a little payback.
