There's no limit to the number of wishes, though what they can grant is limited by the strength of their magic. I.e. they can't wish up a planet because they are too weak. At this point, none of them know the wishes are infinite and Rigby's unwilling to make wishes because he's afraid to accidentally lose Mordecai forever. Margaret was Mordecai's only prior master and she wished to be a genie and to stay with Mordecai forever, so they've never had a chance to find out.
