If I remember correctly in the Elder Scrolls the Argonians had a connection with the Hist trees in their homeland of Black Marsh which were known to be intelligent and at least by some reports mobile. I imagine this might just be a Hist feeling a bit playful and surprising an Argonian with a friendly tickle attack.
