I'm actually debating with myself on if she has a secret identity, or if she's an open super you'd see walking around while off the clock. She doesn't strike me as someone who'd have much to lose by just saying "hey the government shot me full of Juice That Gives You Superpowers"
But i might change my mind. The idea of her trying to hide the fact she's a weird balloon woman would be fun to see

The government might want to cover up where and how she got her powers for multiple reasons, but considering that her powers are greatly visibly noticable in the public, I could presume the government is okay with public speculation but only if she doesn't confirm it so herself.
On top of that, news(papers) reports would likely be told to sway the narrative of the origin of her powers to be away from the government or keep it vague.
The government or city mayor might provide a statement, saying that she was "recruited" for her powers and thanking her for helping fight crime in the city, tactically keeping some distance in the matter while saying they are not against the use of her powers and the powers itself (they may or may not address her by name depending whether her identity is a secret or not).
As for trying to keep her identity a secret... well, I would believe it would be extremely hard to be outside on the streets and not be identified without a mask or cover, considering there are peering eyes and cameras everywhere. It would be like Batman fighting without a mask. She looks beautiful though, so it would be a shame, heh.
