Get a fast, wide lens to cut down on exposure times. You should look into renting Nikon's 24mm f/1.4. Stop it down to f/2.8 and you're golden; decently sharp corner-to-corner and vignetting is nearly non-existent. Chromatic aberration is pretty strong, though, but that's easily fixed in post with the right software.
If you're willing to sacrifice a little field-of-view, Nikon's 35mm f/1.4 performs slightly better in sharper and much better in chromatic aberration at f/2.8 and is on par with the 24mm f/1.4 on sharpness while still having better chromatic aberration at f/2.0; good for half the shutter speed.

I noticed in your previous pic, you've only set your ISO to 250; try bumping it up to around 1600 and leaving the shutter open for about 30 seconds. From what I've seen, the D7000 performs very well with high ISO, so 1600 should hardly be an issue (I shoot at 1600 on my 7D without too much noise) and you'll get a lot more detail in the sky.

I'm actually not exactly sure what I did to get such a clear picture of the Milky Way, here (http://www.furaffinity.net/view/4021854/), since I was shooting 17mm, f/2.8 and ISO 1600; I'm going to assume you're shooting with the Tokina 11-16mm f/2.8, so you should be getting similar results at ISO 1600, so I guess it just comes down to how well the weather is cooperating at the time of the shot.
