I kinda only like Android 13 when he looks human. I'm rarely into non-human-like creatures like his other form. I wish his transformation and power level increase was just giant muscles.

I can believe that. And to be fair, Major Metallitron looks human-like as he is an android, and a giant muscular one at that. Imagine if he was bio-mechanical instead of being fully robotic.

I haven't come across him yet. I haven't seen all of Dragon Ball media. But I think he's modeled after Arnold.
