Since she can't get into the ocean for various reasons, I see her as needing to be in water somehow. Since she is a water dragon, and this isn't her 'true' form her 'feral' form but her favorite form.

So, if she isnt in the ocean for long, she can't take her 'feral' form, and it cant have serious repercussions if she is kept from the ocean for too long. So between her own kind, who see her as many things, imperfect, unwelcomed, and presumtuious and the ocean she keeps locked in her, who gets louder if shes in the ocean, she just can't tempt getting in.

But she looks happy here, and i can imagine what it feels like to slosh around on oversaturated grass. But drawing it haha i cant do just yet. And the outfit is just there cause i wasn't throwing her up here all naked.
