Integration has always been a fringe political belief in the H-AC. However, even fringe beliefs have their supporters - meet Léon Descartes, a rather controversial political figure. Léon has a well-earned reputation as a cultured intellectual, approaching political situations from a very logical, pragmatic approach. This has earned him praise for being someone who can navigate even very touchy subjects with grace, though others think his overtly analytical approach makes him come across as almost robotic. Those who know him in private can attest to Léon having a warm, amicable personality and he's not at all above having a laugh over drinks. He's simply very focused whenever he has a problem to solve.
The currently very topical issue of human integration is something that Léon approaches from his standard, methodical viewpoint. And surprisingly, this approach leads to him being in favor of integration. The current system makes it impossible for the Coalition to make full use of it's potential labor force (humans), which makes sustainable growth of the expanding empire difficult, if not impossible to manage. The goat has spent many years arguing in favor of loosening the restrictions on human-anthro interactions, but with no results - until suddenly, a chance presents itself to him in the form of a shark actor in the middle of a PR scandal. Léon sees, correctly, that Sifiso needs lots of help when it comes to surviving in the world of politics and quickly joins his cause as a steadfast ally.
And let's continue the new year with a new HRC hunk! I felt Sifiso desperately needed more allies than just Robbie and I had wanted to have a goat character for a while now. So I combined the two ideas into Léon here! This sheet is also done by Dokoats, who previously did Ousmane's sheet. I am really thankful for his work on both of these, this goat gent came out looking so handsome. He also fought through sickness and other IRL issues to deliver this amazing piece to me, what a guy!

Great addition to the H-AC universe. Sifiso and Léon may have their disagreements though. Sifiso would argue for no restrictions, Léon would settle for some-restrictions, that would see humans as second class citizens maybe? They can work and subcontract for the coalition, just they're not allowed to leave their HRCs...
Heck yeah goat, everyone loves goats! And he got buns too >:3
He brings a good point, even if just the internet wasn't restricted between humans and anthros, it would bring billions of new users, professionals, and even potential consumers. Games, streaming websites, social media and etc would become much larger, even if it'd need a lot of changes, the benefits are much greater (Like making games playable on those tiny computers :v)
