The wording differences are because:
There aren't creatures in graveyards, but creature cards. The second effect's wording gives Kir haste when it's effect triggers at the beginning of your upkeep.
and the effect requiring you to control the creature isn't needed to include that wording because the effect will only happen if you control Kir anyways.
