you just do it manually haha. a prober brush helps, tho, i used MaxU Fountain Pen, it has a nice edge that i can use to draw these spikes quicker, though you need a specific angle to do that

yeah, it has to be oval and a bit long! hope you ill achieve it, but with any other brush it is totally possible too, just draw in zigzags like i usually do
