Hookahs traditionally contain shisha, which is tobacco leaves mixed with molassas, and sometimes other flavorings (like apple, mint, vanilla, etc.). It is perfectly legal to buy and smoke if you're over 18 - I have a hookah, I would know.
I'm not going to argue about whether tobacco is a drug (because it is!), but I don't see every picture on this site containing a cigarette having to be marked "mature."

I almost pity any idiot trying to smoke weed in a hookah. That's something pretty expensive to waste like that. hahaha
Goes to show though who actually smokes hookah and who is just trying to show off and look cool. I admit I'm a noob to it, but I at least made sure to learn what it can and can not do and the functions of it before I just dove in and bought one.

That and I heard that hookahs just don't get hot enough to release the happy-fun-time chemicals into the smoke, thus defeating the purpose of the weed. As you explained above, hookahs just smolder, they don't actually burn the product. One probably could directly set it on fire in the bowl to burn it, but yeah, that would probably ruin the hell out of the hookah. XD And when some hookahs go for in the hundreds for a really nice one, plus the expense of weed, yeah that's a big ouch in the wallet when it'd be so much cheaper and easier to just go get a bong.
